一 |     After serving more than a month of in-school suspension over his dreadlocks, a Black student in Texas was told he will be removed from his high school and sent to a disciplinary alternative education program on Thursday.Darryl George, 18, is a junior at Barbers Hill High School in Mont Belvieu and has been suspended since Aug. 31. He will be sent to EPIC, an alternative school program, from Oct. 12 through Nov. 29 for “failure to comply” with multiple campus and classroom regulations, the principal said in a Wednesday letter provided to The Associated Press by the family.Principal Lance Murphy wrote that George has repeatedly violated the district's “previously communicated standards of student conduct." The letter also says that George will be allowed to return to regular classroom instruction on Nov. 30 but will not be allowed to return to his high school's campus until then unless he's there to discuss his conduct with school administrators.Barbers Hill Independent School District prohibits male students from having hair extending below the eyebrows, ear lobes or top of a T-shirt collar, according to the student handbook. Additionally, hair on all students must be clean, well-groomed, geometrical and not an unnatural color or variation. The school does not require uniforms.George's mother, Darresha George, and the family's attorney deny the teenager's hairstyle violates the dress code. The family last month filed a formal complaint with the Texas Education Agency and a federal civil rights lawsuit against the state’s governor and attorney general, alleging they failed to enforce a new law outlawing discrimination based on hairstyles. The family alleges George's suspension and subsequent discipline violate the state’s CROWN Act, which took effect Sept. 1. The law, an acronym for “Create a Respectful and Open World for Natural Hair,” is intended to prohibit race-based hair discrimination and bars employers and schools from penalizing people because of hair texture or protective hairstyles including Afros, braids, dreadlocks, twists or Bantu knots. A federal version passed in the U.S. House last year, but was not successful in the Senate.The school district also filed a lawsuit in state district court asking a judge to clarify whether its dress code restrictions limiting student hair length for boys violates the CROWN Act. The lawsuit was filed in Chambers County, east of Houston.George’s school previously clashed with two other Black male students over the dress code. Barbers Hill officials told cousins De’Andre Arnold and Kaden Bradford they had to cut their dreadlocks in 2020. Their families sued the district in May 2020, and a federal judge later ruled the district’s hair policy was discriminatory. Their pending case helped spur Texas lawmakers to approve the state’s CROWN Act. The AP is solely responsible for all content.。    행안부 ‘지방세제 개편안’ 발표                   26일 오전 서울 종로구 정부서울청사에서 열린 ‘2026년 제2회 지방세발전위원회’ 회의에서 윤호중 행정안전부 장관이 모두발언을 하고 있다. 행정안전부 제공- 인구감소지역 감면 혜택 확대- 미분양아파트 주택수 제외 연장‘생애 최초 취득세 감면’ 혜택이 오피스텔로 확대된다. 올해 말 일몰되는 담배소비세분 지방교육세는 지방주거복지세로 바뀐다.행정안전부는 26일 이런 내용을 담은 ‘2026년 지방세제 개편안’을 발표했다. 관련 입법예고는 27일부터 진행될 예정이다.개편안에 따르면 태어나서 처음으로 주택을 구입하는 청년에게 부여했던 취득세 감면 혜택이 확대된다. 먼저 아파트, 연립주택, 다세대주택 등 공동주택에만 적용됐던 취득세 감면이 오피스텔에도 적용된다. 다만 오피스텔을 살 때 생애최초 취득세 감면 혜택을 받으면 다음에 아파트를 살 때 혜택을 받지 못하는 상황이 발생하지 않도록, 소형 주택이나 소형 오피스텔을 소유했다가 처분한 경우에는 감면 혜택을 한 번 더 받을 수 있게 했다. 추가 취득세 감면은 전용면적 40㎡ 이하·시가표준액 2억 원 이하(수도권은 4억 원 이하) 주택과 오피스텔에만 적용되며 아파트인 경우 혜택을 받을 수 없다.주택 공급 지원을 강화하는 내용도 개편안에 담겼다. 공공주택사업자에게 임대주택 공급을 약정한 사업자가 부동산을 매입하고 주택을 건축할 때 납부하는 취득세는 2027년까지 70%, 2028년까지 50% 감면된다. 공공주택사업자가 최초 공급하는 지분적립형 분양주택에 대한 재산세 감면도 2029년까지 연장된다. 이외에도 1세대 1주택자를 대상으로 0.05%포인트(p) 낮은 재산세율을 적용하는 특례가 2029년까지 3년 연장되고, 일시적 2주택자의 종전 주택 처분 기한이 3년에서 2년으로 단축된다. 아울러 공시가격 기준 12억 원 이상 고급주택 취득세 중과를 회피하기 위한 ‘꼼수’를 방지하기 위해 중과 기준면적을 줄이는 대신 공용면적을 전용면적에 포함한다. 비수도권에는 수도권보다 50% 가산한 기준을 적용하는 규정도 이번 세제 개편으로 마련됐다. 벤처기업집적시설과 신기술창업집적지역에 적용하던 취득세와 재산세 감면 비율이 인구감소지역에서는 더 커진다. 수도권과 인구감소지역을 놓고 보면 취득세 감면율은 15%와 50%, 재산세 감면율은 15%와 75%다. 또 인구감소지역에서 민간 임대를 목적으로 취득하는 주택에 대한 취득세 중과 면제와 주택 수 제외, 지방 미분양 아파트를 최초 취득 때 발생하는 취득세에 대한 중과 면제와 주택 수 제외 등 우대 기간이 연장된다. 전세사기 피해자, 노인복지시설, 국가유공자를 대상으로 부여되는 취득세와 재산세 등 감면 혜택이 2029년까지로 연장된다.。
